Kam worked in the public sector in Hong Kong for nearly 40 years before he retired from the position of Deputy Secretary General of the Legislative Council Secretariat in 2004. After his retirement, he came to the United Kingdom to join his children.

Trying to make use of his senior management experience for the benefit of the Chinese community in this country, he worked as a volunteer in the position of Chief Executive of the Chinese Information and Advice Centre from September 2004 to December 2006. He was also a trustee and company secretary of the London Chinese Community Network from 2005 to 2008 and the Vice Chair of the Meridian Society from 2006 to 2009.

Apart from offering his service to Chinese community organisations, he was a trustee of the Immigration Advisory Service from 2008 to 2012. He is currently a Justice of the Peace.

Kam's current community work includes directorship of the Ming Ai (London) Institute and also the Islington Chinese Association. He is also a member of the Assessment Panel of the Wing Yip Scholarship Programme.

Among Kam's interests are Taijiquan and Chinese calligraphy which he has taught for many years.
